I am Bill Powell, President and CEO of West Shore Consulting, Inc., an independent company specializing in rate studies for water and wastewater systems.

Graduating from Auburn University with a degree in Engineering  I worked for 15 years in the engineering and financial sectors.  Then, I took the position of Director of Water and Wastewater for the City of Brunswick.   With the necessary background in engineering, management and finance, a detailed budget of approximately $9,000,000 was established along with fair and equitable water and wastewater rates.  The department having over 65 employees lacked supervision and no mission for providing water and wastewater services to the community.  Working to upgrade the water system I was able to manage multi-million dollar construction projects and deal with many public related situations.   

After almost 16 years as Water and Wastewater Director for the City of Brunswick,  I accepted a position with Georgia Rural Water Association.  Traveling almost the entire State of Georgia for 15 years, I was able to assist hundreds of cities with their engineering requirements, establishing complete and accurate budgets and then generating fair and equitable water and wastewater rates.

After almost sixteen (16) years as Water and Wastewater Director, I accepted a position with Georgia Rural Association. Traveling almost the entire State of Georgia for over fifteen (15) years now, I have been able to assist hundreds of cities and counties with their engineering requirements, establishing budgets, working with state agencies, federal agencies and private bonding companies. The last part of this equation is establishing water and wastewaters rates to meet all revenue requirements.
